NNDA has created, in collaboration with community partners, the Nevada Certified Sites Program; which provides consistent standards for commercial site certification in the Northern Nevada. Certification means that the key approvals, documentations and assessments most commonly required for commercial uses will already be in place to assist businesses quickly locate on site.

Often, companies that are looking to either relocate or expand their operations need to make a move in a short period of time. The process of selecting vacant land and completing all of the due diligence necessary can take too long and be beyond the timeline of a relocating company. One way to resolve this issue is to complete the due diligence on the property ahead of time.
A Certified Site designation serves as a pre-qualification, indicating that a property’s title is clear, that it possesses sufficient utilities and other infrastructure for industrial/commercial use and that it is properly zoned and has adequate transportation access for such uses, among other criteria.
The purpose of the Nevada Certified Sites Program is to provide a regional inventory of commercial sites that have undergone a rigorous pre-qualification process to ensure they meet a consistent set of standards.
Developing local criteria for Certified Sites enables the economic development team to present sites to clients, site selectors, and consultants with assurance of availability, full services, and development potential.
What is Nevada Certified Site?
A Nevada Certified Site could be any vacant property that ranges in size between small (10+ acres) to large (250+ acres) with the following attributes:
• Assurance of ownership – listed and available for purchase
• Appropriate zoning must be in place – pre-approved by the county for certain uses
• Has utilities run to the property (including electricity, water, gas sewer, and telecommunications); extension plans to upgrade with cost and schedule estimates are also acceptable.
• Has a list of all permits required (E.g. environmental and building permits) and timelines for application approval; any mitigation needs to be addressed by the plan if not corrected.
The important reason Nevada Certified Sites are appealing is because a majority of the due diligence is done and most of the questions are answered to help speed up the a site being sold or leased out.
Program Overview
Each site certified as part of the NNDA Nevada Certified Sites Program must meet or exceed all the program criteria, provide complete and accurate documentation of each program element, and receive final certification approval by the Certified Sites Program Committee.
1. The client, who is owner or representative of the property, will contact the NNDA coordinator by filling the Intent to Certify form.
2. NNDA coordinator will respond by providing the Nevada Certified Site Application, Certified Sites Guidelines and Checklist packet to determine if the site is eligible for Certification.
3. Sites that meet all the program criteria will be accepted in the Nevada Certified Site Program. NNDA will coordinate, compile and provide documentation of each program element for internal review.
4. Final Certification of the site will be done by the NNDA Certified Sites Program Committee. The Committee reviews site submissions and declare the Site as Certified.
The Committee is appointed by the NNDA Executive Board. The Certified Sites Program Committee is comprised of:
• One (1) individual representing an engineering/environmental consulting company
• One (1) individual representing a utility
• One (1) individual representing the construction industry
• One (1) individual representing the development industry
• One (1) individual representing NNDA
