Who we are

NNDA is one of the oldest regional development agency in Nevada.

Northern Nevada Development Authority (NNDA) is the state-designated Regional Development Authority (RDA) for the Northern Nevada Region.

Established in 1981, the organization isa Nevada domestic nonprofit corporation. NNDA helps to grow and strengthen the region’s economic ecosystem and facilitates business-to-business resources to support existing businesses.

Brownfield Redevelopment

NNDA has been promoting and advocating for Brownfield development since 2014.

Since receiving its first Brownfield grant in 2014, NNDA has secured a total of four grants, including additional funding in 2017 and 2023, amounting to $1.2 million.

These funds were invested in Northern Nevada to clear properties and promote development and redevelopment in underserved or underutilized areas.

More than 157 Brownfield reuse projects are completed, and many are still in work, and 10 sites received Site Certification.

These efforts have contributed significantly to stimulating economic growth and enhancing land use in the region.

Success Stories

Polaris Industries’ Fernley Distribution Center Certified Site

Lyon County, Nevada

The site was part of the Crossroads Commerce Center and is located on one of 22 parcels that the Coalition assessed at the planned industrial park.

Polaris Industries built a 475,000 square foot West Coast distribution facility in Fernley, Nevada. The new facility supports Polaris’ growing Aftermarket, Parts, Garments, and Accessories businesses. Polaris invested $47 million in the new facility and hired 64 employees in their first two years of operation.

William N. Pennington Life Center

Churchill County, Nevada

A Phase I ESA, Phase II ESA, and Cleanup Plan were completed on a former fueling station and maintenance shop in Fallon, Nevada.

A new 16,000 square foot senior center was built on 4 parcels serving up to 100 seniors a day in the facility and another 190 seniors in their homes through the meals on wheels program.

USDA Rural Development also provided a $48,200 Community Facilities grant to purchase commercial kitchen equipment for the center.

Advocates to End Domestic Violence and Resource Center Housing

Carson City, Nevada

Phase I Site Assessment was done for vacant parcels south of the existing Classy Seconds Thrift Store.

The land is now owned by Advocates to End Domestic Violence and shelter was constructed at the site. A groundbreaking ceremony was celebrated in October 2023.

Future plans include development of transitional housing with six apartments. The shelter will have a total of 38 beds in 1&2-bedroom units that will offer extra trundles for mothers after difficult circumstances.

Whistle Stop Motel & North Carson Revitalization

Carson City, Nevada

Phase I and Phase II site assessments were completed for the former Whistle Stop Motel.

After the assessments were completed, the site was clear for redevelopment as affordable housing. The site was 1.05-acres, but additional acreage was assessed.

In May 2022, the motel was demolished as part of revitalization. The site was developed with a 3-story apartment tower and commercial building through Friends in Service Helping (FISH).

Victory Logistics, Certified Site, Fernley

Lyon County, Nevada

Crossroads Commerce Center was rebranded as Victory Logistics District and acquired by Mark IV Capital. After completing a certified site assessment, there are now plans for a 4,300 Acre Commercial and Industrial Park.

Estimates are that more than 10,000 direct and indirect jobs will be created as a result of the development stemming the industrial park.

The Victory Logistics District will be constructed with an initial 7.5 million square feet of industrial space. The first building pictured is 800,000 sf with 40 ft clear heights.

Sierra Flats

Carson City, Nevada

Formerly a vacant 7.95-acre site of underutilized land, Phase I and Phase II environmental assessments and a Reuse Plan were completed to stimulate development.

The site was developed into a 160-unit multi-family affordable housing complex. Low-income seniors and families looking for housing had an additional option in 2023 at an affordable housing project in Carson City.

The Sierra Flats project broke ground on Butti Way and Airport Road in Carson City in 2022. The project has 160 affordable housing units and was completed before the end of 2023.

Nevada Health Centers,

Carson City, Nevada

The Nevada Health Centers (NHC) property is a 0.96-acre, under-utilized vacant lot at 1637 E. College Parkway. A Phase I was completed to clear the land adjacent to the existing facility. It is currently being planned for the expansion of the existing healthcare complex that will also include providing dental services. NHC is a federally funded Community Health Clinic which is the largest provider of primary care for the uninsured, underinsured, and geographically isolated people in the state and has 20 clinics located throughout the State of Nevada.

In November 2024, in partnership with Nevada Health Centers (NHC) and others, NNDA submitted a grant application for a $1.2 million for Community-Wide Site Assessment Coalition grant. The reach of the program will extend from the border of California to the border of Utah and all Northern Nevada to the borders of the States of Oregon and Idaho. During the grant period, the Coalition will be working with NHC plans to select sites for clinics in towns of Wells and Hawthorne, Eureka County, and Lander County. NNDA has previously assisted NHC with site assessment funding for their sites.

Hazen Rail Park

Churchill County, Nevada

The Hazen Rail Park is a new, multi-commodity rail served industrial park in Hazen, Nevada. Assessments and a Certified Site Package were completed to clear the site for redevelopment. When completed, the development will be able to provide direct rail access to Omaha Track and other occupants as well as provide transloading services to regional businesses, allowing them to ship to and from locations across North America and access to the global market through west coast seaports.

Babbitt Housing Area

Mineral County, Nevada

The Babbitt Housing Area is located just outside of Hawthorne, Nevada. The site was assessed through completion of Phase I and Phase II environmental assessments. Through the Phase I and Phase II process, the environmental liability was quantified, and the County has been able to sell several lots. The County intends to subdivide and sell more lots and transform the area into a commercial/industrial center to benefit the community.

In 2022-23, Mineral County successfully applied for an EPA Brownfields grant, in the amount of $1,517,000, to clean up the 318.15-acre Former Babbitt Housing Area.

Churchill County Law Enforcement and Detention Center

Churchill County, Nevada

Phase I and Phase II environmental assessments were completed on this site where there was an outdated jail. The new Law Enforcement and Detention Center replaced the old and outdated jail. The new facility is capable of housing up to 120 inmates and houses a new state-of-the-art 911 dispatch center.

The new detention center was built on four brownfields parcels that were assessed and cleared for redevelopment. Churchill County spent $2.3 million on the project with another $15 million loan funded by the USDA's Community Facilities program.

Bank Saloon

Carson City, Nevada

The Bank Saloon was a historical 0.91-acre property built in 1899 and was more recently known as Jack’s Bar. Following Phase I and Phase II environmental assessments, the saloon was renovated and renamed the Bank Saloon, the historical name of the saloon. The Bank Saloon is an iconic building in Carson City and is listed on the National Register of Historic Places.

Redwood Materials

Carson City, Nevada

The former 14.53-acre American Buildings site is located at 2401 Conestoga Way. Phase I and Phase II Environmental Assessments were completed to clear up several environmental concerns.

The property has since been acquired by Redwood Materials, Inc. for recycling and production of lithium-ion batteries. Redwood is an important part of the battery industry for electronic cars and uses a closed-loop, domestic supply chain by recycling and refining lithium-ion batteries and remanufacturing anode and cathode components.
